The brief information on the fifth congress of the World Assembly of Turkic People

 

   In sanatorium "Birkolik" Tolebi of area of the south-Kazakhstan region was held in November 3-5, 2007.

 The 5-th congress of the World Assembly of Turkic People (WATP). Organizers of congress and bodies of local authorities created all conditions for fruitful work of a forum.

Congress was opened by the chairman of organizing committee of congress academician Yermentay SULTANMURAT, in solemn conditions under the hymn of Kazakhstan executed by art collective of Small Assembly of people Kazakhstan, of the south-Kazakhstan region.

 At congress with reports have proceeded:

1.      Rafael Muhamedinov (the representative of Tatarstan) - first chairman of WATP: "About the general situation in the Turkic world for last ten years" and "About program WATP";

2.      Yermentay Sultanmurat (the representative of Kazakhstan): "About fundamental bases of consolidation of Turkic people";" About Turkic model of social development ";" About creation of the historical-cultural centre of Turkic people "Revival of TURAN" with a sculptural monument under the conditional name "The Kok Turk" (Heavenly Turks);

          With supporting reports have acted academician Bahtijar Karimov (the representative of Uzbekistan) "About language "Orta Turk" and the public figure from of Moscow Muhamet Minachev "About Charter WATP". With messages and in debate have proceeded Mr. Salav Aliev - known Kumyk public figure (Dagestan), Emir Sarpashev - the chairman of party "Turan" from Kirghizstan, Nur Muhammed Kenzhe-Karahan - the ex-deputy of the Kirghiz parliament - the director of the Uigur cultural centre, professor Turan Jazgan - the outstanding public figure of the Turkic world (Turkey), professor Bajram Bajraktar - vice-president of Каzakh-Turkish university as Yassaui, academician Amanbek Akaev (Kazakhstan), Ille Ivanov - the head of the Chuvash centre of studying of culture of the Turkic World (Chuvashia), Yuslan Bolatov - chief editor of  national karachaev-Bulgarian magazine " Alany ", Lubov Аeshina - an ex-member of the Government of Republic Hakasii, Аli Hamzin - a member the of the Crimean Tatars (Crimea) and others. The report of the candidate of historical sciences Uisenbaev Arslan (the representative ногайского people, the chairman public ногайской organizations "BIRLIK") "Traditional and modern ethnic and social cultural processes at ногайцев was distributed. A condition of a problem". 

Participants of congress left in a vicinity of mountain Kazygurt for a choice of a place under the future historical-cultural centre of Turkic people "Revival of ТURAN" where they hammered a peg on a place of the future sculptural monument "The Kok Turk", devoted to Turkic nations of the world.

On a forum fundamental bases of maintenance of an all-round unification of Turkic people were discussed. Now the Turkic family totals more than forty peoples which number exceeds 200 million people.

In the first day of work of congress participants the salutatory reference to address of president N. Nazarbaev where the high estimation to achievements of independent Kazakhstan is given was accepted, the hope for the all-round rapproachement of Turkic people connected to the initiative of N. Nazarbaev about creation of the Union of the Central - Asian states is expressed.

Congress accepts decisions which realization is capable to play a basic role in preservation of culture, spiritual revival and creation of the competitive Turkic world on the basis of Turkic model of social development. Congress maintains offers of academician Y.Sultanmurat on practical improvement of separate elements of Turkic model of social development in free economical zone (FEZ) which formation is stipulated within the framework of initiatives of President N.Nazarbaeva about creation of the Union of the Central - Asian states.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Congress has made the following decisions:

1. To approve the new Program and Charter WATP.

2. To approve a technique of academician B.Karimov on creation of language "Orta Turk". To oblige directing bodies WATP, and also to ask the interested parties to take the appropriate measures on creation and use among Turkic people common Turk language "Orta Turk".

3. To create the centers:

            - On a reconstruction and development of the common spiritual basis of Turkic people (under Muhametdinov R.F.'s management, Kazan, Tatarstan);

            - On culture and art, sports etc.

4. To approve idea and the practical measures undertaken by Open Company IKTS TN "Turan" on creation of the historical-cultural centre of Turkic people "Revival of TURAN" (small town "Turan") with a sculptural monument under the conditional name "The Kok Turk" in Kazygurt area of the South-Kazakhstan region in vicinities of sacred mountain Kazygurt, on pass of a highway "Shymkent - Tashkent" (Seoul -Peking -Istanbul-Europe) on the Great Silk way. To ask the Government of Kazakhstan to render all-round assistance in realization of the given project, and also to consider an opportunity of creation FEZ for construction of small town "Тuran". Congress has specified necessity of attraction to the project of business - structures of the Turkic world.

5. To declare All Turk competition on the best idea of a sculptural monument under the conditional name "The Kok Turk" till May, 10, 2010.

6. To declare competition on creation of attributes WATP: a hymn, a flag and an emblem.          7. To support the concept about a Turkic way of social development of dahabic democracies and two-factorial model of market economy, and also education of modern competitive youth on the basis of spirituality of Turkic people and advanced achievements of other people.  Public figures, scientists have taken part in work of congress and the youth, representing the majority of Turkic people.   At congress directing bodies WATP are elected. New president WATP on four-year-old term academician Yermentay SULTANMURAT is elected.
