Turkic way of social development

 

 

1. Main principles of creation of Turkic Commonwealth

 

In conditions globalization the Turkic countries can resist to any calls of the present and the future, only being incorporated in Turkic Commonwealth of the states.

Thus we restore the taken away unity; we shall revive a Turkic civilization in a name of maintenance of long, worthy historical life of our peoples on the native Land of our ancestors.

To mean our Commonwealth on structure, on the purposes and on ability to live will not be recurrence of the known international organizations.

Therefore we are obliged to develop and offer our governments and people Turkic variant of creation of Commonwealth and social development proceeding from existing realities of the modern world and the pursued purposes.

One of such attempts is the concept of a Turkic way of the social development, offered by us on your attention on behalf of World Assemblies of Turkic People - WATP.

 We assume, that creation of Turkic Commonwealth will be begun, most likely, under the top initiative - a political management of the Turkic states.

 

Further the bodies of interstate management of Commonwealth created thus and the existing national states gradually should redirect the countries of Commonwealth for a Turkic way of social development, in among being transformed.

The concept provides that Turkic Commonwealth to achieve objects in view should be monolithic in the basis and effective in activity. For this purpose to have the common world outlook platform, common language appropriate to model of a political system and economic development.

Forming them through prism common Turk interests, we should start with necessity of maintenance:  

1. Real equality of the small and big people which are included in Commonwealth;                                                           

  2. Economic competitiveness with the Chinese commodity producers.

 

Without taking into account the first, the Commonwealth appears fiction, tearing internal contradictions. For people does not wish to have "the senior brother" more. Without taking into account the second - we will be comprehended with the economic crash developing into national accident.

At recently holding congress WATP the decision to start creation and application common Turk language, to a reconstruction and development common Turk spiritual values as preconditions of occurrence of the common world outlook platform - ideologies of the Turkic world is accepted.

If we shall solve these two problems and we shall make their property of the Turkic world the fundamental basis of Turkic consolidation which inevitably will result in a reconstruction of a Turkic civilization will be incorporated. That is, practical work on preparation of base for creation of Turkic Commonwealth is begun. 

WATP centers, developing common Turk language and being engaged in a question common Turk spiritual values, take into account interests of all Turkic people. And we invite the interested parties to cooperation for the joint decision of these tasks. Heads of these centers are present on the present congress and will act with messages in the profile commissions. 

And on me, dear representatives of the Turkic world, the duty assigned to acquaint you with substantive provisions of an economic part of the concept of a Turkic way of social development.

 

2. A Turkic way to economy.

 

        For today the separate Turkic countries make impressing successes on economic development in which basis export of a source of raw materials lays. Understanding, nevertheless, rapidity of raw prosperity, a management of these countries, using present opportunities, aspire to create the strong base of national economy which example, for example, is activity of the government of Kazakhstan.

        There were so, that we, Turks, at the given stage appeared in an orbit of the Western civilization. As consequence, now an initial cell of economy of the majority of the Turkic countries those enterprises, despite of a variety of their external forms, as a matter of fact make capitalism concerning classical model.

  In these enterprises the proprietor wishes to receive the maximal profit, and the hired worker - the increasing salary for the work, resorting to all accessible methods that is a source of their mutual suspiciousness, not allowing productive forces is maximum to show the opportunities.

And it, in aggregate with backwardness of our technology, a fixed capital and poor quality of a labor, range of commodity markets, results to that our goods are hardly entered in frameworks world average selling prices. Thus average market expenses of the dead capital it is necessary to compensate excess due to reduction of a share of wages. That results in preservation of a low standard of living of a great bulk of the population, the degradation, i.e. we shall have the shape inherent in the countries of the third world. These enterprises will drag pity existence, further, in conditions of free movement of the capital and the goods, will go bankrupt that becomes the mass phenomenon.

 

Or in general a little who will be engaged in manufacture of the goods, being guided on cheap Chinese import that became a rule now. But to buy this cheap stuff, too it is necessary to have a source of the income and if begins workplaces - whence ever less? It is good, that while there is source of raw materials.

 All this, finally, will result in the accelerated convergence from a historical stage of our people.

 Saving output from this situation is the two-factorial model of market economy. It for today is the most effective system of the organization of activity of the enterprises and already develops in from above hundred countries of the world. To her, many respects, it is obliged by the economic achievements and China.  

The essence of her is, that thus as the proprietor and the worker one person acts. The desire of the proprietor and desire of the worker about which it was spoken above, appear incorporated in one person and can be satisfied only through constant increase of economic efficiency of the enterprise. The economy basing the union of these two factors refers to as two-factorial model of market economy.

Thus, the two-factorial model of economy due to realization of all available opportunities will allow to let out and offer competitive production and services and by that to keep the place in the world. 

In practice this model can be applied through various types of the enterprises, those, as the cooperative societies, the closed joint-stock companies, the enterprises of the property of workers.

In due time, applying such system at the separate enterprise in Kazakhstan, we have achieved amazing successes. Generalizing all this and world experience, we have created a technique and have developed the program of introduction of this model in Kazakhstan, received approval at official structures. In view of all told the present concept offered for the countries of Turkic Commonwealth was born.

On our deep belief, there is no other way, except for two-factorial model of market economy, for creation of competitive economy in Turkic space. Thus naturally we as for development vitally capable the enterprises and other patterns of ownership.

Present favorable conjuncture in raw sector we should consider only as the passing phenomenon which should help to us to put in pawn competitive economic base of Turkic Commonwealth where principles of two-factorial model of market economy with Turkic specificity would dominate.

 When the enterprises working on the basis of this model of economy, will receive sufficient distribution, there will come era of Turkic democracy. But about it we shall talk next time.
